[Xbox] Does anyone know why the friends list in the ATM is empty and I can't send chips

Anytime I go to the ATM to look at the current friends either online or offline it says empty so therefore I am unable to purchase chips to send friends and they cannot join my game any idea what's going on or how long it'll be until they fix it
