I have seen people with rainbow pigtail hair and someone said you get it from the fountain. but when I go to the fountain it says the item is the wand.

Each month there is a new item available from the fountain. However, once you acquire the current item, the past month's item will become available to you. for the rainbow pigtails you would have to play the fountain for quite a while as that item was many months ago.

Gotta keep getting the rewards.

I tried it under my son's account. It takes about half a day and $250,000 chips to get every item from the fountain.

The fountain is best while talking to a friend..tossing and tossing. You will be shocked how quick you start getting items and time goes by fast getting to know somebody.
