I'm addicted to Steam's achievements and badges (trading cards) of which, Four Kings has both. The 1M Chip Pack is $49.99 and the trading card drops are $9.00 USD per card drop. If I purchaced the pack, would I get 1 card drop or 5?

That's a question of how Steam handles it, but I believe it would entitle you to multiple card drops since it is based on dollars spent and not purchase quantity.

New steam player. I can see Jackpot Series reward items under rewards. When I go to the store through the cashier there are no options to buy Jackpot packs. I only see options to buy: 50,000chips, 150,000chips, 400,000chips, 1,000,000chips, Social Butterfly Pack, and 2,500,000+VIP
