Power-up instead of scavenger chip
Instead of having that 250 chip show up occasionally, how about replace it with a power-up. Something like, for the next 30 minutes you get all your winnings doubled! or tripled! Then I would bother to go out and find those things.
Power-ups are a fun idea! We'd have to be thorough with the design to make sure things remain balanced, though. I'll pass it along to the team. 
Or even have random chip scavengers be 500-2,000 chips instead of the 250 chips all the time. I think having a random amount of chips would entice more people to run around the casino to find them.
