It sounds like you may not have qualified for VIP 3 Status the previous month. VIP status is evaluated at the start of each month, so if you didn't earn enough RP in the month beforehand, you may have qualified for a lower VIP level. You can check VIP Status from the menu for how much is required to qualify for the next level and your current status.
