Party hat

How do you unlock the party pooper party hat? I’ve read you have to stand still when someone throws a dance party? Is there more to it?

You have to not dance the entire 15 minutes the party is going on for including when it starts. I recommend turning auto run off and just slowly walking around the club. Wait for a party to start and keep walking for those 15 minutes. If you don't have the comfy boots you'll get those as well.
